Static FivePD DMV Standard Operating Procedure
This SOP establishes the operational guidelines for the Department of Motor Vehicles (DMV) within the San Andreas Department of Transportation (SADOT) in the Static FivePD server. It ensures consistent, fair, and efficient processing of driver's licenses, ID cards, and other DMV-related services, incorporating the use of the Sonoran CAD system, with a strong emphasis on realism and coordination with law enforcement. It also outlines the procedures for utilizing the new Static FivePD DMV website for all request submissions.
This SOP applies to all SADOT personnel authorized to perform DMV duties, including designated DMV staff and any other SADOT personnel assigned to these functions.

CAD: Computer-Aided Dispatch (Sonoran CAD)
Driver's License: A legal document authorizing an individual to operate a motor vehicle within San Andreas.
ID Card: A government-issued identification document.
Revocation: The permanent cancellation of a driver's license.
Suspension: The temporary withdrawal of a driver's license for a specified period.
Felony: A serious crime as defined by San Andreas law.
Violent Crime: A crime involving the use of force or the threat of force against another person.
Dealer Plate: A special license plate issued to licensed vehicle dealerships.
Approved Plate: A license plate that has been officially registered and approved by the DMV, and is actively assigned to a vehicle in the San Andreas database. Only one instance of an Approved Plate is permitted per unique plate variation.
SADOT DMV Website: The official website for the San Andreas Department of Motor Vehicles, located at https://www.sadot-blue.xyz/DMV, used for submitting all DMV-related requests.
DMV Notices Channel: The designated Discord channel where DMV personnel will notify users of the status of their requests (approved or denied) and/or request additional information. This channel is located here: https://discord.com/channels/1050684663229853766/1327334086007590912

Professionalism: DMV personnel will maintain a courteous and professional demeanor in all interactions.
Accuracy: All information entered into Sonoran CAD must be complete and accurate. Personnel will double-check all entries to minimize errors.
Efficiency: DMV staff will process requests in a timely manner, while upholding standards of accuracy and thoroughness.
Fairness: All evaluations and procedures will be administered consistently and impartially.
Confidentiality: DMV personnel will protect the privacy of all individuals and their personal information, in accordance with applicable laws and server rules.
Compliance: All DMV operations must adhere to server rules, regulations, and the San Andreas Vehicle Code.
Sonoran CAD Usage: Sonoran CAD will be used for all transactions, record-keeping, and license/ID status inquiries.
Website Submission of Requests: All applications for DMV services (driver's licenses, ID cards, license plate approvals, etc.) must be submitted by the applicant through the official SADOT DMV website.
DMV personnel will verify the validity, legibility, and legality of all information provided by applicants through the website. This includes confirming the authenticity of supporting documents and the accuracy of stated information.
Cross-reference information with Police CAD, when available, to ensure consistency and accuracy, particularly regarding criminal records.
Application Adjudication: DMV personnel will correct any invalid application information, including but not limited to: expired status, missing status, missing expiration date, or missing document type. Applications with incorrigible information will be rejected.
For driver's licenses and weapon license applications, DMV personnel will use Police CAD to check for past or present felony convictions and convictions for violent crimes. If you do not have access to the Police CAD please ask Joeyxpk to search records for you.
Applications may be denied based on the severity and nature of the crimes, in accordance with San Andreas law and server rules.
Physical Realism: DMV personnel will ensure that physical information on licenses and applications is realistic and plausible. Examples of unrealistic information include, but are not limited to, impossible weights or heights.
Discord Status Updates: DMV personnel will use the designated Discord channel to notify applicants of the status of their requests (approved or denied) and/or to request additional information, as needed.
DMV personnel will manage license plate registrations, ensuring that only unique plates are approved.
License plate approval requests will be processed through the SADOT DMV website.
Application Submission: The applicant must submit their driver's license application through the SADOT DMV website.
Application Review: DMV personnel will review the application submitted through the website.
Verify the accuracy and validity of all information provided, including age, address, and personal details.
Confirm that any provided defining physical features are realistic and plausible (e.g., height, weight).
Cross-reference information with Police CAD to check for any discrepancies or criminal records that may affect eligibility.
If the applicant passes both the written and driving tests, and all other requirements are met (including criminal record checks), issue the driver's license.
Enter all necessary information into Sonoran CAD, including the license number, expiration date, and any applicable restrictions.
Provide the applicant with the license and clearly explain any restrictions or conditions. Notify the applicant of the license issuance via the designated Discord channel.
Application Submission: The applicant must submit their driver's license renewal application through the SADOT DMV website.
Application Review: DMV personnel will review the application submitted through the website.
Verify that all provided information is valid and accurate.
Cross-reference information with Police CAD to check for any new criminal records that may affect eligibility.
If the applicant meets all requirements, renew the driver's license.
Update the license information in Sonoran CAD, including the new expiration date.
Provide the applicant with the renewed license. Notify the applicant of the license renewal via the designated Discord channel.
Verify the driver's license status using Sonoran CAD.
Confirm the legal basis for the suspension or revocation (e.g., court order, accumulation of violation points, felony speeding, reckless driving, other serious crimes).
Inform the individual of the suspension or revocation and the reasons for it.
Provide written notification (if required by server rules or the situation).
For revocation requests from Law Enforcement Officers (LEOs), DMV personnel may exercise discretion, but should generally accept such requests, given the potential for high-risk civilian behavior. LEO requests must be submitted through the SADOT DMV website.
Confiscate the driver's license.
Record the suspension/revocation and confiscation in Sonoran CAD, including the date, time, and reason.
Document all actions taken in Sonoran CAD. Notify the applicant of the suspension/revocation via the designated Discord channel.
Application Submission: The applicant must submit their ID card application or renewal through the SADOT DMV website.
Application Review: DMV personnel will review the application submitted through the website.
Verify that all provided information is valid and accurate.
Verify physical descriptions for realism.
Issue or renew the ID card.
Enter all necessary information into Sonoran CAD. Notify the applicant of the ID card issuance/renewal via the designated Discord channel.
Application Submission: The applicant must submit their weapon license application through the SADOT DMV website.
Application Review: DMV personnel will review the application submitted through the website.
Verify that all provided information is valid and accurate.
Cross-reference information with Police CAD to check for any discrepancies.
Use Police CAD to verify if the individual has any past or present felony convictions or convictions for violent crimes.
Automatic Rejection: Reject the application if any such convictions are found.
If the applicant meets all requirements (no felonies or violent crime convictions), issue the weapon license.
Record the issuance or rejection in Sonoran CAD, including the date, time, and reason. Notify the applicant of the weapon license issuance/rejection via the designated Discord channel.
Application Submission: The applicant must submit their license plate registration request through the SADOT DMV website.
Application Review: DMV personnel will review the application submitted through the website.
Check Sonoran CAD to determine if the requested license plate is already registered and approved.
If the plate is already approved, respond in the designated Discord channel that the plate is unavailable and the applicant must provide an alternative.
If the requested license plate is not already approved:
Approve the plate.
Record the approved license plate in Sonoran CAD, including the registration date and any other relevant information.
Duplicate Prevention: Ensure that the approved plate is unique and no other vehicle has the same Approved Plate. Reject any application that would result in a duplicate Approved Plate.
Respond in the designated Discord channel to notify the applicant that their plate has been approved.
Issue the approved license plate to the applicant. This step may occur in-game or as otherwise determined by server procedures.
